Adee’ as Acting Secretary of State, appointing Thomas W. Voetter as US Consul to Mexico, having blind embossed Seal of the United States affixed lower left, accompanied by descriptive documents and COA from University Archives at the University Stamp Company, Westport CT; and 1906, signed ‘Theodore Roosevelt’ as President lower right, appointing a postmaster, having foil seal of the Post Office Department lower left
